Ron could propose we get out of stupid wars like in the Middle East - he could prevent the entries into new ones - he could end the war on drugs, end the use of drones by police - just to name a few, we need these vetoes (and proposals).

Yes, but the "culture of fear" is not respect for the law ... it's fear of the law.

I mean the law does not offend and alienate the citizenry, but wins their respect case-by-case. To do this it must err always on the side of mercy.
