While they aren't online programs for designing images, you might find one of these two threads helpful. Imagey is fairly skilled, but has a large backlog of requests and thus takes a while to finish his work.

EDIT: Says It is fairly useful for making seals if you aren't that great of an artist, and if you're not interested in having other people make it for you. If you're interested in designing a seal yourself, you should probably just use PS, GIMP, or even MSP.
