Only a troll really thinks this is an appropriate thing to spend taxpayer money on. These politicians are trying to divert money from the public trust to for-profit schools with religious overtones that are deliberately lowering the standards of education. The public education system is indeed failing; we should be trying to make education, whether through public or private enterprise, BETTER, not more simplistic and superstitious.

Nothing worse than is happening to them now. And if you have schools with different learning methodologies, they may find a school that is a better fit for them, then a large public school.

From Houston and /or Dallas yes.
Or atleast extrpolate for other metro areas, yes. And hey that covers 80% or more of the population in most states.

Do I see a need to adjust the law ? defintly.
Do I think the law is an over all good fit ? yes.

Perhaps if the Lousiana Democrats stopped being the party of "no" they might be able to prevent some of the funding from going to the more silly religous insitutions, or going to the more politcally biased insitutions.

Well, I suppose there won't be as much competition at university....

To be honest, though, we have no idea what it's going to turn out like. Although judging from other privatisations (see after British Rail) the system will quickly go downhill and become more expensive in a few years.
