Any civilization that can travel across the stretches of interstellar space can make relativistic kill vehicles. Hell, all they'd have to do is pickup a decent sized asteroid somewhere in the solarsystem, and kick it out of orbit towards Earth, and we're done for. That's it, nothing left to do but turn out the lights, put the chairs up on the tables, and lock the door before we leave. Civilization's done.
