Not every police officer is a marksman. There are many, many other skills involved in the job that are used more frequently.

In Delaware, it's been said our staties aren't usually great shots compared to our county cops. Partly because the state troopers don't respond to as many violent calls.

That would be the closest to real zombie activity in this entire thread.

I think it's more C than the other 2 possibilities.

As much as all of us would like for the world to be overrun with zombies to get our headshot and looting fix, I'm afraid it's just drugs this time.
