3/5 of the people attacking the other people seemed either aware of what they were doing (the man threatening the woman he bit) or were doing other things indicative of not being mindless zombies (the doctor shouting at police and performing field sobriety tests; cousin and victim were drinking together) so, it is clear that many of the events don't even belong on that list, and the others can also be dismissed as coincidence. The only reason we don't hear about these things more often is because usually the media has more important things to talk about.

Not every police officer is a marksman. There are many, many other skills involved in the job that are used more frequently.

In Delaware, it's been said our staties aren't usually great shots compared to our county cops. Partly because the state troopers don't respond to as many violent calls.
