Actually, it isn't saying that, and IIRC they did. Washington definitely didn't have more brains than Napoleon, he was just less ambitious. Different ideals drove them.

Napoleon was aggressive in his fight to be emperor, Washington didn't want that for himself and couldn't afford it. Were they to meet in an actual battle, I think Washington would probably lose simply because Napoleon wouldn't accept a rout.

I'd probably have to spot the security guard on this floor a couple hundred lei (or 50 euros, which would be worth more), if I wanted to beat the guy. I'd need to spot him at least a thousand lei or so if I wanted him dead.
