It is that way, more often than not. Sadly, due to budgets and how complicated some scenes may be (or how good or bad the script adaptation is) most movies based off of books tend to suck ass.

The only exception to everything you just said is Apollo 13. Just think, practically every scene was shot on the infamous 'Vomit Comet'. That's got to be really fucking expensive. Plus, IIRC, the movie started shooting before Lovell was even finished with the book. Apparently, according to TV Tropes, Tom Hanks was the major reason for this.
