Mostly Philippines, a smaller part Vietnam, and perhaps a tiny bit Taiwan. But China laying claim to any part of it is just as ridiculous as its huge claim to almost the entire South China Sea.

A point which I'm sure will be lost on the PRC, who would likely violate this nature preserve (unless you had an enforcement body in mind to keep that from happening). The Philippines should control them because then the USN could patrol it to make sure the PRC doesn't absorb the islands for it's "peaceful" rise.

I think they're all in the South China Sea Islands, hence why so many countries want them. :lol:

Until recently they were an incompletely charted section of the map because there are so many unexpected shallows that it is a stupid place to sail a ship, and nobody of course ever wanted to live on rocks with no water supply where it's hard to leave. So, basically, nobody has ever "owned" them in any sense except arbitrary pencil-drawings on maps by people who are well away from them.

I looked Spratly islands up, and found out that people from the kingdom of Nanyue owned them first. Nanyue was a southern Chinese country.
