As far as being used to typify different human behaviours, yes. I think it's still a valid way to describe the different physical and biological characteristics of different people, though. Some diseases only affect certain races/sub races/etc.

Never. "German" is both a nationality and an ethnicity. There are only three races: Mongoloid, Negroid, and Caucasoid, although they consist of many ethnic groups. Germans, Teutons/Saxons/Aryans/etc are Caucasoid.

Everybody's a race. Race means lineage, ancestry, origins. If you have a mother and a father, you can officially declare yourself to be your own race.

Well... "Germanic" is a race... To which: Saxons, Franks, Norse, Danes, Swedes, Gouts and Geats (Goths/Gotlanders), Normans, Suisse, Sweboz, Burgundians, and Langobardoz belong. Some other tribes which disappeared a bit farther back include: Markomannoz, Xattisku, Xeruski, Xabukoz, Kimbroz, Basternisku, Alemmanni, Semnones, Kimbri, and Teutones to name a few. Germanic people are closely related with other neighboring caucasoid sub-races including: Ugro-Finns, Balts, Slavs, and Celts.
