Your government teacher is utterly incompetent and ought to be fired.
As for a soda tax, I say get rid of subsidies first, but that's not likely to happen.
As long as they aren't tying the tax directly to a program, making said program dependent upon the tax (as my state is doing with cigarette taxes funding health care for all children in the state), I'm fine with it, as long as the tax is reasonable (say, 2 cents per liter)
