It was never meant to "work". It was meant to put a tax on something that we use a lot of, therefore generating revenue for the government's new programs. There was once a time when that was considered that offensive enough to raid ships and cover people in uncomfortable substances.

I said that was the reason we'd normally hear.

You would need to put a shitload of effort in to grow tobacco in the north of England
That said, I do buy tobacco, Rizla+ etc. instead of packs of cigarettes.
