No. My friend's parents grew-up in a relatively well-off Indian family and he told me how the property taxes worked over there, that's how I knew about it. But if you're middle-class in the West, you can afford to be a nobleman in India. The only trouble would be finding a large amount of uninhabited land for sale. I don't think India has much of that. Maybe Africa? That's a pretty unstable place to be. If you're white, some dictator might decide to confiscate your land.
