I'll cut right to the chase with the job market:
Production went overseas because it was cheaper to produce overseas. No amount of government policy will change that.
Government policy which prohibits outsourcing. Also corporate policy which discourages it. de-liberalization of trade laws, etc. There's plenty of government policy that can change it. China was just as cheap in the 50's as it is now.
