Uhm ... usually the wins are given first. The Dolphins are 1-8, the Colts 0-9.

I think he's making a joke about the craze for drafting Andrew Luck. I guess the reasoning goes that if you're a poor team you want to lose out on all games so you get the better chance at drafting Luck (i.e. 0-9 is the best, so it's really like 9-0).
It all seems rather silly to me. I might be old fashioned, but I firmly believe in playing to win the game no matter what. I don't care if you're 0-15, you'd damn well better be playing as hard in the last game as you did in the first.
