Small government, low taxes...

They need to collect more taxes, increase government and state power, enforce the rule of law, and develop some robust political institutions.

Absolutely, after the government collapse in the early 90s Somalia has enjoyed a lot of economical growth. While still a shithole it is better than before.

Aren't the pirates one of the reason for economic growth?
Ross Kemp's show on them mentioned how they were a response to foreign companies fishing and dumping waste in unsecured Somalian waters, and have at least in some area helped fish stocks recover. Not to mention all the ransom money they spread around local economies

The problem is the insistence of drawing the borders like we have, we have in essence put people who hate each other into one country.

Also keep in mind it was the Somali communist govnerment with its largest army on the continent that precipitated the civil war and mess.

Honestly, I usually say stability is the best course of action.

But when choosing between a stable, communist government, and an unstable anarchy...

Yeah, I'd go with the anarchy just out of pity. Communism should be opposed at all fronts by the West foremost.

Somalia hasn't had a decent central givernent since the militias overthrew there last president in 1991 and then turned on each other....that's when things got bad. Worse than it was when they had a president
