The 'N' Word

Recently I have begun wondering why it is acceptable in cases such as music/casual conversation for Black people to use the 'N' word (you know what I'm meaning) but other people types cannot. I understand that it being said by a white person (for example) to a black person would cause the word to contain negative connotations due to it's use in the past, but then why would a black person find it racist if said by the white but not a fellow black. It also seems that it is more acceptable for racist words to be used towards white people rather than other colours. So I'm asking, why is this? Why can a white person use this word lightly to a friend but Jay-Z can sing it to the world without no one thinking twice about it? Also at what stage did everyone get so scared about racially offending someone?

I understand that what I have just written is filled with generalizations but to be honest, stereotypes are (mostly) based on the truth. Also I personally think the word in question should not be said as an insult due to the chance of serious offense taken.
