Nobody, cause that war won't start.

Taiwan's too smart to start a war it can't win, and China's too smart to start a war that's not worth fighting.

China has all the time in the world to re-assimilate Taiwan politically and economically. It's not going to happen the other way around, so why waste the blood and money when you're eventually going to get what you want anyways?

I think China will win . The US/EU have so many war fronts at the moment to mobilize and contain China. If they do pull their act together it could trigger a worldwide nuclear scare with both side capable of sending mankind to the edge of extinction. The way the security council votes in most issues russia tends to favor China with france straddling the picket fence.

The ROC airforce is more then enough to keep the PRC off its shores

Err it's smaller and its planes are only as good...
and its superior navy just amplifies its air superiority against the PRC.

Aye I don't see how it has a superior navy? It has less boats and worse, and less submarines at all than the Chinese have nuclear subs, which would seriously mess the ROC up in terms of getting more food and raw materials in to continue the war.
20 minutes, sure, lets see how long it takes for the PRC airbases to stay operational after the war starts.

Yeah I don't really see what you're getting at here, since the PRC's airforce would likely just completely wtf pwn the ROCAF as the first act of the war, like the Israelis did in 1967, or they'd just hit the entire island up in missiles which would be sort of sad but would really put paid to them. Still not a particularly likely war, mind.

Apparently they both call themselves as a republic but I thought the UN was supposed to promote democracies and not dictatorships and all those censorship stuff.

I'd give the advantage to PRC, based mostly upon numerical superiority and political structures in place. But when you compare technical levels, PRC might win however it would be an uphill battle all the way. Factor in United States, and PRC will lose. but the US will probably experience casualties at levels not seen since the Civil War and the US might not enter immediately, thus making any attempt at saving Taiwan a lost cause. Either way, regardless who wins, it will be pyrrhic victory that may cause much turmoil. I would rather not dwell on it.

I don't think the rest of the world would give a toss TBQH. As long as the plastic novelty items keep flowing everyone else it happy.

That said, if I was the President of ROC I'd be building nuclear weapons like there was no tomorrow.
The kind of middle-class mentality which actuates both those responsible for strategy and government has little knowledge of the new psychology and organizing ability of the totalitarian States. The forces we are fighting are governed neither by the old strategy nor follow the old tactics.

China's navy will be insufficient to the task of guarding an invasion fleet for some time- call it 10 years.
That is the ROC's 'window of opportunity' to secure some solid political and military alliances. After that, no amount of defenses will be able to resist the amount of pure muscle that the ChiComs can muster. As long as they build enough landing craft for 3 Normandy-sized waves, they can have the island with little trouble.

Anyone that thinks that China won't get involved in a war to further its own interests is a moron.
If I did need to prove the point, I could point to Korea; no one here is so ignorant as to ignore history, though.

And as for the US not getting involved... that depends entirely on 2 things:
1.) political party in charge at the time.
2.) resurgent Russia to contend with.

Actually, a resurgent Russia is likely to HELP the US, as it would take a lot of 'policeman' pressure off the US by returning us to the Cold War situation where Russia has to stabilize its own boarder regions, Afghanistan and Iran included. I think this is part of Russia's interest in supporting Iran right now- one less thing to worry about in the future.
