I'm kind of flabbergasted. This is news from Dec. 20 whilst I remember HIV vaccine went to human testing as far back as the early summer of this year. Hmm! Maybe I know something I shouldn't know?

This isn't the first AIDs vaccine to get this far, it's just different from previous ones in that it uses dead virus. Perhaps a different one went to testing back then, or the article you are thinking of was this one applying for permission to test on humans. The approval process is deliberately slow to ensure all data is properly reviewed.
