Its not rhetoric you can't go to war against an idea. We could not specify who we were going to war against and used it as a blank check to bomb whoever the fuck we wanted. That is the problem with going to war against an idea so there is no way to win. Its like saying that we are going to wipe out cartels by bombing Mexico. Rhetoric allows violent, power-hungry people to do whatever they want in the name of god knows what. its extremely dangerous.
