I think his trying to reform the US govt. from inside is quixotic, at best. But I suppose he does have good intentions even so.

I don't agree with him, and wouldn't vote for him, but I think he's one of the most rational and consistent of all of the republican candidates out there. If I had to choose a Rep. to win the primaries, then I would choose him.

Article 1, Section 8 deals with powers allotted to Congress specifically. Congress is part of the federal government. Therefore, your correction is incorrect.
