It doesn't have the money from its current population to pay for something so it borrows for the thing hoping that IN THE FUTURE it will be able to pay for that borrowing from the tax revenue of those future people (plus interest). Borrowing from "Future people" and "the future" is borrowing from the unborn (and I guess, children who don't pay taxes, but why get technical?)

So when the perpetual government borrows it isn't borrowing by itself and only risking its own credit score, its borrowing money hoping that X years down the road the same government it is will somehow have the capability of paying for it.

Taking out a bank loan, creates a liability for yourself, not your kids. Government borrowing creates a liability for the government, whose sole revenue source other than borrowing or printing is taxation.
