I'd probably rule as a grey eminence, through puppet regimes. I'd have both dictatorships and democracies as puppets to delude the masses into believing there are free and unfree places in the world. I'd crack down on organized crime without mercy, only to replace it with organizations of my own, loyal only to me. Again, the masses would believe there exists a criminal underworld that is opposed to the government, when in fact the crime syndicates would merely be fronts, ways to peddle people everything they aren't quite willing to approve of openly, yet are still willing to pay money for it (weapons, slaves, drugs, etc.) And they could make me look good as a crime fighter by sacrificing low-ranking expendable members who are unaware of their gangs' true nature.

I would pay special emphasis on controlling water resources worldwide so that I have more power than any oil magnate could ever hope to. I would deliberately stage wars in Third World countries and supply them with weapons to cull their populations, while propagating extremist nationalist ideologies in Europe and North America, so that refugees fleeing from the wars would only find more violence and misery there. Basically, I would take every step to stop the world's population from growing, and try to put it in decrease again. I would also promote ideological diversity, not because I care about people being free to express themselves, but simply because I want them to squabble and bicker among themselves so that no one ideology ever emerges that could amass enough following to contest me. None that I don't approve of, that is.

But most importantly, I would invest all the vast fortunes at my disposal into scientific research, including research of questionable ethics. Human genetic engineering and cyber-augmentation, for example, not only to make cyborg super-soldiers for my army, but to over time enhance every living human being, increasing human survivability in all environments to ensure our species thrives regardless of what turns the climate change may take in the future. Space exploration and, of course, new weapons for population control, would also be a priority.

In other words, under my rule the world would generally remain the same old miserable hellhole in the ass end of the Galaxy as it is now, alright, maybe a little more miserable. But those would be hardships for the good of all mankind.

Hold parliamentary elections worldwide, however still excercise absolute power over any such legislature, ensure that only those who aren't a threat to me can run in said elections. Collect badass weapons in my massive palace, employ a 10,000 strong elite force to serve unquestionably under me, train them to be nothing but the greatest warriors on earth (take strong children from a young age, raise them to see me as a godlike figure, those who develop rebellious tendencies execute, while keep the others for training. those who survive training graduate, those who do not, execute.)
