What if you were the Dictator of Earth?

If you were the All-Omniscient, Exalted, Ever-Glorious, Supreme Dear Leader of Earth, the Moon, and all Territories assumed to be incorporated into it, what would you do?

Would you loot the riches of nations and live in extreme wealth and luxury which others squander poor in your shadow? Or would you be the paragon of civilization, alleviating the poverty of peoples in Africa or Asia all the while bringing culture to new heights? Or will you be a godlike figure, bestowing your enigmatic presence on the inferior beings of Earth only in times of great need?

The possibilities are endless but remember that you are limited by the resources Earth offers you as well as that things cannot happen magically and without a procedure.

That way I'll get all sorts of privileges but won't have to bother with or take responsibility for government.

I would implement a federal structure in which the primary administrative divisions would be the traditional continents, with a standardised system of further subdivision in place. The 'world state' would be based in New York City at the current United Nations headquarters. In the interests of securing the stability of the state, nationalism would be discouraged with the objective of gradually eliminating it as a relevant political ideology. A global unicameral legislature would be in operation, with each continent receiving 25 representatives each. The legislature would be imperative to global-level governance and would be required to majority approve any legislation.

The executive would be elected by the legislature, consisting of two tiers; a ceremonial, non-political head-of-state, supposedly chosen on the basis of his 'contributions to the development of human thought, science, technology and advancement' and a head-of-government as the chairman of a small council of ministers consisting of ministers for external affairs, defence and economics. The council of ministers would be integrated heavily within the legislative structure, with any of its proposals requiring approval by the legislature.

It is feasible the state could adopt a generally laissez-faire macroeconomic approach, though may be required to exercise interventionism to favour further infrastructural development in Africa through encouraging activity in certain resource-rich regions in sectors not consisting of the primary resource exports. The state would discourage space exploration that could have short-term economic effects, as exploitation of non-earth resources would slow global infrastructural development by reducing the selling price of resources existing as the primary exports of developing subdivisions, assisted further by the elimination of tariffs and national-level trade policies that would enable increased and more profitable export of these materials.

The global military would focus on internal security, aiming to stabilise regions such as Africa to enable economic development within previous conflict zones. Military units would not be gradually standardised due to the influence of ex-national military-industrial complexes preventing so, understanding their companies would be negatively influenced if purchases of many weapons or munitions ceased due to no military procurement of it in favour of standardising equipment, all purchased from one supplier. If equipment were to be standardised, several global defence monopolies would develop, making the state overdependent on a small number of equipment suppliers. The military would be divided into several autonomous entities corresponding to the continents.

I'd run the world like a "safe" Dwarven fortress.

People would be cared for, work would be done, Healthcare would be free, troublesome politicians who make everyone else miserable would meet "Unfortunate Accidents", The landscape would be glorious self contained cities rising from a scorched and barren wasteland. Underground farms would take care of all food production and everything would be hunky dory.

Until I get bored and secretly set up PETA and Various other Environmentalists as a designated rebel faction to my Wonderful-Paradise. And give them a base in the last haven of nature...

Australia. And this is after I shipped all the other dangerous creatures in the world there. On top of what they already have. And maybe strew radioactive material here and there just for the hell of it.

And then giggle and get to work preventing them from doing a thing to stop me even if they adapt...

Replace the UN with "The Federation Of Earth".
There would be seats the in the parliament/congress for every country, these representatives of the worlds countries would be democratically elected and would vote on laws effecting all of the Earth.
Countries on Earth would maintain some autonomy e.g. US would still have it's president and congress and China would still be ruled by their communist party.

Also put A LOT more funding into space technology and colonise the moon and beyond.
Then as these colonies grew a interplanetary/interstellar Parliament would be created where every planet would be represented.

I would name the position "President Of Earth And Humanity" and would stay on for a 5 year term then hold elections and if I won would stay on for another 5 years and then place a limit on how many terms a president could serve which would be 2 and I would retire.

Of course the space stuff couldn't happen in 10 years but I'd try to get the ball rolling so humanity went down that route.

Eh, what the hell.

People become a resource. No different from say coal, water, oil, ect., ect. Individuals don't matter except that they be maintained so society as a whole can draw on them.

After we have managed to establish a presence off Earth and outside of our solar system would things like individual rights and freedoms become important again. Until the human species can ensure survival past a catastrophic event that makes our planet inhospitable to human civilization (or life), the species as a whole comes first. Individuals are irrelevant except to cultivate individual specimens who show an aptitude for skills that help advance the primary goal.

How's that for a dismal foreseeable future :p

Spend only what I need to live on me, everything else goes to making earth and humanity more powerful, with things like Education and culture, also on law enforcement to make sure earth stays one.
