Actually a majority of them are ex Mexican Special Forces. They've just been running out of recruits so they've turned to ex-Guatemalan Special Forces operatives.

I heard somewhere that the original Zetas were Mexican Special Forces operatives trained by the Americans to specialize against cartels. The Gulf Cartel (just as big as the Zetas) came forward and recruited them by giving them double the pay that they would in the Military and then they became the muscle of the Gulf Cartel.
