China totally. They can't stay in one lane and have their horns blaring and their blinkers on.

I'm told drivers in India are the absolute worst, its chaotic and people drive aggressively and stupidly and ignore all traffic laws but since its 24/7 gridlock anyways, nobody ever moves fast enough to actually get hurt.

Second worst might be Michigan drivers in Florida. Old people drive bad enough as it is, Old people from michigan are like x20.

I've seen quite a lot of impatience in London, but I doubt that would count as the worst worst. Definitely troublesome for those who are polite.

It is entirely possible for the majority of this form to be above the average human intelligence, in fact, I would probably say that it is likely to be true. Also, it is entirely possible for over 50% of a given population to be above average in that population. It's not like every statistical distribution is Gaussian.

Moscow and St. Petersburg have it. Cairo might be on the list too though.

The first two are without a doubt some of the scariest places I have ever been in when it comes to dealing with traffic. Russian drivers aren't simply aggressive, they make Boston drivers look like nuns dosed up on xanax.

Here's my reasoning:

1) Everyone drives extremely fast, I don't mean fast like we think in the States, they drive on surface level streets at 60-100 miles an hour if its clear enough. Our driver taking us to the airport in St. Petersburg was doing 180km/h on a street with a posted speed limit of 60km/h, and he got passed by a guy going even faster in a Range Rover. They bob and weave through traffic like Deon Sanders, while doing these speeds too.

2) Rules of the road mostly mean that the bigger or more expensive car is given the right of way at all times. If Mr. Noviy Russkiy in his Mercedes-Benz decides to drive the wrong way on a one way street, everyone else has to get out of his way, since he'll do it at a good 3x the speed limit in his S600.

3) Pedestrians have no rights. If you step out in front of them while you have a signal, they rev their engines at you. If they want to get through a pedestrian walkway while a mass of them are crossing, they merely proceed forward using the mass of their car to force everyone out of the way.

4) If you are crossing the street and an expensive car comes at you, run. They will not stop for you and will just as happily continue at their current speed even if they run you down.

5) Traffic lights are meaningless. If they think they can pull though the light without getting hit, they'll do it.

Cairo is on the list too, for many of the same reason, except there are absolutely no rules of the road whatsoever. Really, there's none. Want to drive on the wrong side of the street? Do it! Want to turn 4 lanes into 7, two going one direction, two going another, and three going both? Do it! Want to drive on the sidewalk? Do it! Care to overtake a truck who is overtaking another truck, while being overtaken by someone else? No problem!

It's total chaos.

London may be a contender. Come on, u-turns on the A2? And have you seen the bus drivers? Terrifying.

Mind you, Cambodia was an experience and a half. The road from Poi Pet to Siem Reap: ARGH.

And then, finally, there's me, wherever I am. I'm utter shit. Seriously, no one can beat me for inexplicable in-car panic attacks and a total lack of spatial awareness. I'm astounded I haven't managed to kill anything yet.
