Why not have a regional capital for each continent, and have a floating/flying/space-borne capital as the world capital?

It would definitely be in Europe, Vienna, London or Berlin. And to throw another spanner into the works how about the place humans are argued to have first appeared? -I forget where it is but its either in kenya or ethiopia-
