Each national population would elect 2 members to the world legislature. Beyond that, each nation will, on a sliding scale elect extra members of a secondary house, with the smallest nations by population getting one member and the largest two nations (India & China) receiving 10 members.

A legislative, housing, judicial, and bureaucratic complex will be built through international cooperation. Once complete, there will, however, be no communication with the outside world... or heat... or regular supplies.

I can think of several politicians from my country that I would vote to serve there.

New York City is where the current UN Headquarters. So i'm guessing thats where it would be if the world gets unified in some bizarre UN Powa

I would have to say Washington D.C as my first choice. As it is the capital of the first independent nation in the new world and has significant political, cultural and historical roots.

My second choice is Paris. A very old city also with historical, cultural and a major economic and fashion center.
