The capital city should be built from scratch. Where to build such a city I have no idea.
I quite agree with you, and I think it should be in a country no one expected to hear a success story from, Like Africa.

The South Pole solution

The capital of the world must be at the south pole.

Each national population would elect 2 members to the world legislature. Beyond that, each nation will, on a sliding scale elect extra members of a secondary house, with the smallest nations by population getting one member and the largest two nations (India & China) receiving 10 members.

A legislative, housing, judicial, and bureaucratic complex will be built through international cooperation. Once complete, there will, however, be no communication with the outside world... or heat... or regular supplies.

I can think of several politicians from my country that I would vote to serve there. :)

In Kalashi language considers light blue and dark blue to be different colours. England colonised, and unified K&S, between 1774 and 1953, and English, light blue and dark blue are considered to be the same colour. Therefore, the contrast between dark blue and light blue represents the union, but the differences between K&S where as blue being two but simultaneously one colour represents K&S being two, but simultaniously one entity. The opposite to the symmetry represents the unity and indipendance of K&S, whilst also representing the Kalashi culture of opposite symmetry.KS is 75% Christian, hence the cross.

I would have to say Washington D.C as my first choice. As it is the capital of the first independent nation in the new world and has significant political, cultural and historical roots.

My second choice is Paris. A very old city also with historical, cultural and a major economic and fashion center.
