Okay, serious answer now: I don't RP, but my suggestion would be to read some of the roleplays... Look for ones that Nathi is involved with as it is my understanding that she's pretty good at the whole thing...

I think a better place to ask about NS roleplaying might be this thread. Most people that frequent the General Forum don't RP much, so they won't be able to be that helpful.

Yeah you want to go to Nationstates / International Events or whatever it's called if you want to RP. Loads of topics there, have a browse over them and check how it all works. General's really for discussing current events / metaphysical shit.
