From what I remember, it really depended on who was doling out the punishment. If you had a nicer sort of Roman official who followed the 'laws' of the Roman state, crucifixion was reserved for people like traitors and usurpers, ie the worst of the worst. It was a very public form of execution that was first and foremost meant to send a message to other people, rather than simply executing prisoners. I'm not sure what you're referring to. The Great Fire of Rome, in the summer of 64 CE, was blamed on the Christians by the Emperor, some say in an effort to divert attention from his own complicity. Of course, it's hard to tell from the acount in Tacitus if the Christians were confessing to being arsonists or Christians. Here's what Tacitus says:
