Although I wouldn't doubt the LRAD, the report of "snipers" seems extremely farfetched, and bring credibility into question. Nobody would be insane, or stupid, enough to bring in snipers in this event.

That all said, what's Bloomberg's reasoning? I'm guess it's a tad strategic, considering winter is just around the corner, and getting rid of all the amenities is going to make life miserable. Or so the thought goes.

I don't think there would be much point to snipers in this situation anyway...Sounds like somebody's just trying to be dramatic.

Yeah, snipers would be worse than useful for a multitude of reasons. And serve no purpose. It's possible they may have officers on the roofs as surveillance, but that's about it.

As for the second, it's a going theme. Take generators and heaters away for safety reasons(Which is a legitimate argument), however conveniently before a huge storm is headed for NY(Which destroys the previous argument). Taking their gear away(As they can't actually kick them off the property) on the verge of when weather is going to start to get nasty to force them to leave. It's all just a bit strategic for my liking, and I'm not prone to conspiracy(nor am I much a follower of the Occupy movement itself).

As for the destroying of property, technically yes they can. As the Park does not allow tents and the like, and as the protestors have been given fair warning(in the legal terms), the officers can destroy their material. Not saying it's right, not saying I agree with it, but the action is fully legal given the circumstances.

Edit: The most distressing part, in my mind, is that the Press seem barred from entering the area. Which is a definite risk on the side of the New York administration, and if things turn sour will turn quite bad for them no matter the cause.

Imagine the headline on that beast. The press being barred from documenting the eviction, only for a violent upstart to happen? And the city didn't allow the press to document the events leading up to it? Doesn't matter if it's the Occupiers starting it, or the police, or just some random drunk, the News agencies will have a field day with that. It's a massive risk on the city's part, and one I don't think they should be taking frankly.
