I would say that securing the support of Syria, Jordan, Egypt and other surrounding or powerful predominantly muslim nations would be required for any practical peace plan, unless you want Hamas to become a long term problem of course.

I also wouldn't define them as outsiders, or no more so than other nations involved like the United States.

Massive manpower isn't always the answer - Israel is renowned for its intelligent tactics against overwhelming numbers. In the Six Day War we have been mentioning, it defeated several opposing nations on its own, and proceeded to make offensive strikes on multiple fronts. If their efforts were concentrated on one country, even on one as large as Turkey, it would be very bad for the enemy.
