Through out history there have been monarchies dictatorships but what is the best form of government to you?

None of them.

The form a state takes is determined by the material conditions in which it arose. They are products of the economic base and the times in which they inhabit, so to speak of the "best" form of state simply doesn't invite meaningful comparisons.

A Wild-West shoot-em-up police state, where a small handful of lawmen enforce property ownership and essential laws (id est no murder, no rape, et cetera) but where individuals have the right to protect life, limb, and property with lethal force when necessary, and to form a legally-deputized posse to hunt down actual gangs of murderers, rapists, et cetera.

Oh, and did I mention that gun ownership would be completely unlimited for law-abiding citizens? And not limited to wimpy stuff- if someone wants to own a tank, they can own a tank, so long as they don't attempt to commit crimes (theft, murder, rape) with the tank.

Hmmm, committing rape with a tank... Sounds like a game of Halo. Unless the d00ds on the other team have rockets.
