The UK can easily be No. 2. It's measured as a combination of hard military power, economic power and cultural power. The UK has the second largest blue water navy in the world, the 29th biggest active army and the fifth largest air force (second largest in NATO). So militarily, it's way above average. Economically, the UK has the 7th largest purchasing power parity. Culturally, nobody can deny the massive influence the UK has had on world culture.
