It looks like "Meow meow mew meeeeow" but that would make no sense, so I am guessing it is meant to say "Meow Meow mew meeooow".

It has no meaning in and of itself. However, If you run it through the right encryption algorithm (assuming you have the key of course 8) ), it tells the exact date and time of the second coming of ceiling cat.
