I'd let them get some screaming done, let them run out of breath, then ask them to explain, using their indoor voices, just what they think the HC reform bill is going to do that's so terrible, then try to answer their concerns. That's probably not going to work, but it really is the only way to handle it. Oh, and one should also calm down the people disagreeing with the protesters. These "don't tread on me" people are looking for a confrontation, the best way to shut them down is to deny them what they want. If I were running one of those meetings I would be glad to have a reasonable discussion but not a shouting match.

They tried that. the town hall meeting was over and they were still screaming.

Read a 4 hour relation about the object of the protest, full of technical details. This works better than tear gas, and costs less.

Of course this wouldn't be an issue if the democratic party and the administration focused on putting out details rather then trying to rush it.

I figured that. Well, most places do have disturbing the peace ordinances, and if they protest that they have a 1st Amendment right to assemble, I'd remind them that the text says "peaceably." From what I've seen, these people are hooligans at worst and at best, they've been very badly mislead to the point of rage.

Everybody wants an opportunity to have their say. Theoretically, if the screamers and chanters had the opportunity to let off some steam, then it would be the turn of those interested in more calm discourse.

The screamers and chanters show up at the meetings because that's when the meetings are scheduled. If the planners arranged for an "Equal Time" general protest session first, they'd show up then and do their ranting and raving. Then, "Fair is fair; time for others that _aren't_ screaming to be heard." Move on to the actual, more traditional town hall meeting.

UNFORTUNATELY, I doubt this would work because too many of the loud crowd don't want for there to be any civil discourse. That might actually lead to a resolution and actual healthcare reform. Their actual objective is to simply shut down the process entirely. So even had their opportunity to express their views, they would most likely do everything they can to make sure that others do NOT get the same opportunity.

It's already been tried. They give the protestors a chance to voice their concerns in a respectful manner; they do so, then return to the screaming and chanting when their opponents are afforded the same opportunity. There is no interest on the side of these protestors to have civil discourse. They just want to act like children.
