I didn't say they produce life, I said we observed and estimated that they are capable of it based on their positions, atmosphere, etc.

I think there's probably alien civilizations as advanced as us or perhaps, even more so. Technologically, culturally, whatever. Having said that:

Say we were able to engage in inter-stellar travel, and discover the first planet known to us besides earth that contains "life."

I'd doubt that the life forms we discovered would be anything other than primitive; and almost certainly, I think there would be no visible signs of a "civilization", or even a species that approaches our level of intelligence.

Snarky jokes aside, it's only within the last few 10's of thousands of years, in the 4 billion (IIRC) year history of our planet that life intelligent enough to engage in, and sustain a complex civilization first began to emerge.

Even after it emerged, as of today, no other species on earth can even come close to matching the average level of adult human intelligence.

Perhaps it's not fair to use the earth as a case study, but it seems to me that intelligence on our level is exceptionally rare, even where there is life. So I'd say that human intelligence is as rare and special in contrast to all the other species that have ever existed on the earth, as planets containing intelligent civilizations are in contrast to the rest of the Universe. It would probably be a hell of a lot harder to find a planet with intelligent life, than a planet that simply contains life.
