Isn't trying to recruit in a user-created region against the rules? Just making sure, cause I think it is.

Yes it is. It says so under the 'Spam' section of the OSRS.

UNless the region specifically allows it (via the WFE or the "recruiter-friendly" region tag), then yes, it is illegal.
