I think not allowing the manufacturing of guns and stopping gun smuggling would be effective methods of decreasing rthe risks of violence. We can't have violence in our nations, now, can we?

Option One: Waste a shit-ton of money busting every single arms-smuggling ring, or otherwise those few who get guns will rule the street
Option Two: Provide no restrictions on guns, causing gun crime to lower, for if everyone had a gun, no one would be stupid enough to try and kill someone who could easily kill them.
Selecting the second option gives your people freedom, allows the government to spend money on more pressing matters, and is generally a better deterrent to gun crime than option one.
