I think he means the updates on the NationStates game that changes information regarding nations and regions and all. I recommend a move to Technical, if so.

I agree with Tosmaldevo, and if that is the case then the daily tally seems to be taken at 1AM EST (UTC-5 hours).

12AM-2:30AM EST. The end time is a approximate as it shifts a little each day. It occurs again at 12PM-2:30PM EST. These times are GMT -5 for your convenience.
