The Duke d'Orlay appointed him viscount during the 70s. I do not know whether he still uses the title formally, though.

Ah, he may think he still has it, but when I met the Duke d'Orlay, he told me quite blatantly that he had officially revoked the title. rather spiteful, he was.

sadly, I am under oath to never speak his name; he swore that I was never to speak his name to any company, other than the pope himself.
Why he Pope, I have no clue, but I suppose he had his reasons.
