Movie/Film Help... Pretty Please?

Alright, I'm starting this thread because usually I am pretty good with movie/film titles and scenes. However, sometimes I need help; as I am sure others do too. So, here we go...

What is the movie this scene is from?

Much as I hate to say I used 4chan, I did. The paranormal board was surprisingly helpful.

Anyone have any ideas where that is from? I would also like to add if this is as old as it looks; I am very impressed with the "special" effects and how they pulled it off.

Looks like it might be from a George Melies film, he was a magician and the inventor of cinema special effects. Clearly black art using black velvet clothes against a black background to give the severed head effect.

Melies was making films in the 1890s, and to me the clip looks to be from that era, so possibly Melies or Lumiere brothers. Melies was quite fond of playing with the idea of severed heads which is why I thought of him
