Between 15 and 30% of budget, depends whether the executive branch has a hate-on for someone or not. Currently it's at 16% or so.

Our government spends nothing on defense. The Defense Ministry is funded out of the Administration section of the budget and serves only as a liaison with the military, which is completely independent of the government.

The Doughnut-a-Day ("bake sale") program provides almost ten billion USD per day in civilian contributions to the military. Corporate donations, bequests, etc. account for a smaller but important segment of the military budget.

we don't spend on de fence. we avoid building fences as much as we possibly can.

we do train everyone in lower school how to use walking sticks, excavating tools and stunners as weapons.

these items are not normally considered weapons and we have no standing military as such, just the training in school and a latent command structure that can be implemented at need in a matter of moments (and of course, the natural psionic defence of our lion-bears).
