I mean...Yeah. It does. That's definitely true. Avoiding the bickering would make it get done faster...

It's not a trick. The idea behind that question is that a committed democrat/libertarian would consider bickering to be constructive, rather than destructive. The idea that the speed and certainty of action of a one-party state is desireable is fundamentally authoritarian. It, at best, reduces democratic institutions to a means to an end. It rejects the democratic ethos of deliberation in favor of one master idea that exists to be found.
