I had the disadvantage of being considerably taller than other kids my age, and - as such, whenever there was a fight, it didn't matter who started it, if I fought, I got in trouble. Insults and teasing don't bother me, but bullying is a systematic approach, and bullies will work up to the limit you'll endure of physical discomfort or violence, and maintain that mechanism for as long as they are allowed.
External forces, like teachers, are rarely useful. Like I said, in my case, appealing to external forces actually had the exact opposite effect. Most of the time, there's little impact, anyway, since most bullying takes place where it can't be seen by authority figures.
I was bullied for several years, getting in fights on an almost daily basis, until I finally snapped and began responding disproportionately. I fully expected to be suspended or expelled, based on previous experience, and I finally decided I didn't care.
In all likelihood, the bullying in the OP is one instance of a continuous pattern of abuse. People should bear that in mind when they consider whether the response was excessive or not.
