Not that hard to accomplish if you take the Goldeneye route. Goldeneye was great because Rare took their time and released it two years after the movie instead of rushing out a crappy product.

The problem is that, in order to make things simple, they usually make it a carbon copy of the story.
If they really wanted to make it good, they would make an MMO or role-playing game that takes place in the same universe as the movie.

Well, I'm told Escape from Butcher Bay was decent, though I've personally never played it. Battle for Middle Earth and Battle for Middle Earth II come to mind, though. Those were pretty fantastic games.
