Government plan to drop driving licence for criminals
The new Government is planning to ban people from driving for various offences, including, possibly, non-payment of television licence,
benefit fraud, drink-driving, fraud, embezzlement etc.

(OK, so that's a simplification, I can't remember the full text off-hand but you get the gist of it).
It made me think; what other plans have the government had which eventually failed to come to fruition?
Bear in mind, this was from September 1997!
The idea seems odd anyway; banned from driving for not paying your TV licence, or benefit fraud? Seems odd to me - and I thought people were either heavily fined or jailed for it.
What other plans have your governments had that failed to go ahead, and do you think they were bad ideas?
