By " acceptable", I take it you mean "moral"? Acceptable is a loaded term, obviously the one doing it accepts it

Actually " I don't like you" is a perfectly reasonable reason not to hire a person. In the states they would have to prove that the reason they don't like them is not because they are members of a protected class. But as long as it meets that test, it's ok.
