A regional leader is threatening Ghana’s national government if they don’t pass a law to increase criminalization of homosexuality and transgender identity and saying that gay people should be killed.
“I heard some people are against the Anti LGBQT+ Bill,” said Osagyefo Oseadeeyo Agyemang Badu II, the president of the House of Chiefs in Ghana’s Bono region. “It would not be good for all of us because I’ll storm Parliament with 10,000 people.” Ghana’s parliament is currently debating the “Promotion of Proper Human Sexual Rights and Ghanaian Family Values Bill 2021,” which would promote conversion therapy and ban advocating for LGBTQ rights, as well as gender affirming health care for trans people.
Homosexuality is already illegal in the majority-Christian country, and the new bill would increase the maximum prison sentence for homosexuality from three to five years. It would also ban “grossly indecent acts” that involve “amorous relations” between two people of the same sex, which experts say could include holding hands, as well as “intentional cross dressing,” which could include theater and film.
Moreover, the ban on LGBTQ propaganda puts people at risk for prosecution for associating with LGBTQ people, which led one Ghanaian publication to say it “compels Ghanaians to police gender and sexuality in their homes, workplaces, and everyday lives.”
The human rights group Rightify Ghana described the bill as the “most homophobic document the world has ever seen.” According to the Ghanaian publication Pulse, Badu said that he was “saddened” to hear that some members of Parliament oppose the bill, which has been condemned as a human rights violation by the U.N.
“It is like some educated are now becoming backward thinkers,” he said.
“Pastors and majority of Ghanaians are against the LGBQT+, saying a man cannot marry man and woman cannot marry a woman because how can they give birth and multiply in the world,” Badu continued. “I would have allowed them to marry, if I was [President] Nana Akufo-Addo, but with a condition that if they will be killed if they fail to give birth within a year.”
Badu also said that “all the beautiful women” will not be able to marry if homosexuality is legalized in the country.
President Akufo-Addo is reportedly hesitant to sign the bill, which was originated by a member of the opposition party in Parliament. While most Ghanaians have a negative opinion of LGBTQ people – 90% support the criminalization of homosexuality, according to a 2014 poll – Akufo-Addo is a lawyer educated at Oxford University who worked at a law firm in Paris prior to entering politics in Ghana, and may hold more liberal views.
He has already taken a stance against marriage equality, but one diplomat who spoke with France 24 said that it’s “quite obvious he is not very fond of this bill… but it’s a delicate issue, they can see the general public opinion.”
Supporters of the bill claim that homosexuality in Ghana is the result of Western influence and that the law is necessary to protect Ghanaian culture.
“We need to protect our children who are currently being targeted by these LGBTQ+ people making them believe that it’s the new way of life,” said a member of Parliament, Samuel Nartey George, one of the biggest supporters of the anti-LGBTQ bill.
“Our culture should not be destroyed.”

Despite hours of emotional testimony to lawmakers on why not to pass the bill, Texas’ newest piece of anti-trans legislation, House Bill 25, was approved by a House committee last week and heads to the full Texas House, where it is likely to pass.
The bill would prohibit transgender student athletes from joining school sports teams aligned with their gender identity and the House Select Committee on Constitutional Rights and Remedies approved along party lines with a 8-4 vote. The bill would only allow student athletes at public schools to play on sports teams that correspond with the sex listed on their birth certificate at, or near the time of, birth.
The Lone Star State has enjoyed plenty of time in the news recently for its legislators’ abhorrent decisions, sparking national outrage with its abortion ban that essentially deemed Roe v. Wade useless at the beginning of September, along with yet another anti-trans bill from the Senate, essentially looking to do the same damage as HB 25.
The University Interscholastic League governs public school sports in Texas and already requires that an athlete’s gender be determined by the birth certificate, though they also accept legally modified birth certificates where students officially changed their gender to align with their gender identity. If the new bill becomes law, it would no longer allow for the acceptance of legally modified birth certificates.
Republican lawmakers say this type of legislation protects cisgender women’s rights under Title IX, parts of HB 25 claiming that the participation of trans girls on teams of mostly cis girls presents safety hazards for cis girls and prevents them from obtaining athletic scholarships.
Though, medical professionals have largely debunked the arguments that trans-feminine people on testosterone have a competitive advantage. One study showed people taking hormones has no significant performance edge in distance running.
Dr. Eric Vilain, a pediatrician and geneticist who studies sex difference in athletes, also says, “The science of whether testosterone in real life is actually providing an advantage in competition is not clearly established,” in an NPR interview conducted earlier this year.
LGBTQ athletic advocates, like Athlete Ally’s Director of Policy and Programs Anne Lieberman, also note that, while these bills are often framed to protect the rights of cis female athletes, most of these active athletes are advocating for mental health support, pay equity, and sponsorship deals; they aren’t concerned about trans competition.
“They’re horrified that, you know, kids are being used as political punching bags and bargaining chips,” Lieberman tells OFM, “and people who have spent their lives, especially cis women athletes, you know, dedicating their lives to sport, have said, ‘Not in my name. I don’t want people saying that this is what women athletes want, because we’ve always been a stronger, more impactful global sports community when we are inclusive and empowering to everyone.’”
Lieberman also says anti-trans bills targeting youth athletes are essentially just updated “bathroom bills,” aimed to warp the narrative of trans people to seem scary or predatory in relation to the American public, many of whom have never met a trans person face-to-face (that they know of).
Other opponents of the legislation point out how these bills are hurting the mental health of children who are already vulnerable. The hours of testimony from numerous parents of trans youth touched on this, including Amber Briggle, the mother of a 13-year-old trans boy.
“He’s 13; he shouldn’t have to deal with that,” Briggle says. “I want him to go to gymnastics. I want to go to taekwondo. I want him to do well in school, and I don’t want to have him worry about this because I saw how much it harmed him in April and May.”
Lieutenant Governor Dan Patrick has said in past statements that he will continue to push for the transgender sports bill until it becomes law.
Though, many individuals and entities in Texas have spoken out against the legislation as well. Texas Completes is a coalition of 1,500 business organizations and re-released an open letter this week saying it was against legislation targeting the LGBTQ community. Amazon, Dell Technologies, and Microsoft were among the major employers that signed on to the letter.

A new bill introduced in the Ohio House would ban transgender kids under 18 from transition treatments and doctors in the state from providing them.
House Bill 454, called the Save Adolescents from Experimentation or SAFE Act, is aimed at blocking those under 18 from gender-affirming therapies, even with the support of their parents. Geauga County Representative Diane Grendell, a Republican from Ohio’s 76the district, is sponsoring the bill along with Rep. Gary Click of District 88. She told 3News Sara Shookman by phone, “I believe in protecting the children.”
23 other Republican House members are listed as co-sponsors. The bill as introduced Tuesday would ban hormone treatments, puberty blockers and transition surgeries for those under 18. It also stops health professionals from providing such therapies, making referrals, and even insurance companies from covering them.
It also would make teachers, counselors, and other trusted adults legally obligated to notify a parent about a child questioning his or her gender.

The Quebec government quietly proposed a legal change on Thursday that trans-rights advocates are raising an alarm over, saying it's regressive.
Under a new bill, Quebecers would only be allowed to request a change of sex on their birth certificate after first undergoing surgery on their sexual organs, according to the bill's terminology.
The change was drafted as a response to a court judgment earlier this year forcing Quebec to be more accommodating to transgender people, but it doesn't accomplish that, advocates said. nstead, they said, it's a step backwards. Right now, Quebecers can change the sex designation on their birth certificates if it doesn't correspond with their gender identity, without having to undergo any sort of medical treatment.
The proposed changes, tabled as part of Bill 2 on family law, would give transgender people two new options instead of the one they have now -- but neither is better than the current system, advocates say.
People who have not had surgery would have the option of requesting the "sex" category on their birth certificate be renamed as "gender," and then to put down the gender that matches their identity.
But birth certificates would only look this way for people who have requested such a change, automatically "outing" anyone who goes that route, trans-rights advocates told CTV.
The only way to change the "sex" catagory would be undergoing surgery -- something many choose not to do, and in some cases can sterilize the recipient, advocates said.
“It's really disheartening," said Florence Ashley, a Montreal trans-rights activist and doctorate in law student at the University of Toronto.
Right now, Quebec has "one of the most progressive laws in Canada in that regard, and now we're going backwards," Ashley said.
“It’s really a massive surprise, and really adds a climate of fear."
The fear is partly over what government could do next, if it has taken this step, Ashley said.
“If we can have this law, what's going to happen in the future?" they said. "What's going to happen to trans communities? Does the government even care at all?” The bill, tabled at the National Assembly on Thursday, would change the first and second paragraphs of the Section 71 of Quebec's Civil Code, which lays out the rules for changing the sex on a Quebecer’s birth certificate.
In a statement, Quebec's Justice Department said that the proposal was meant to fulfill the requirements of a court judgment.
There was a ruling in this area from the Quebec Superior Court last January. It touched a few matters around transgender people and birth certificates, though none that appear to match up directly with what the province proposed this week.
Among other changes, the ruling dropped the age limit for changing birth certificate sex designations, saying Quebecers age 14 and up should able to apply to make the change on their own and without a medical note.
It also allowed non-binary people -- those who don't identify as male or female -- the right to alter their birth certificates to enter a third gender option other than M or F.
The judge in question gave the Quebec government until Dec. 31 to make the changes.
On Friday, Quebec's Justice Department told CTV News that the bill was meant to satisfy that ruling, though it didn't explain exactly how.
"It should be noted that the provisions provided for in Bill 2 will make it possible to respond to the judgment of the Court in the case involving, in particular, the Centre for Gender Advocacy," a department spokesperson wrote.
