The Child Tax Credit has only reached 14% of the kids in non-filing families (that is, the poorest bracket)

In March of this year, Congress passed the American Rescue Plan Act (ARPA), which, among other things, made the poorest Americans eligible for the Child Tax Credit for the first time. When the legislation was being debated, we published many pieces pointing out that using the tax system to get money out to the poorest Americans would not work because most Americans in deep poverty don’t file taxes.

Congress and the Biden administration ignored these warnings and insisted that they would reach these non-filers by setting up a website where they could submit an empty tax form and thereby become signed up for the monthly CTC checks.

The first website set up for this purpose was created by Intuit. It looked like a scam website and the IRS never released any information about how many people actually managed to sign up through that site. The next website set up for this purpose was created by Code for America. It was a good-looking website and actually has a dashboard that reports how many non-filers have managed to sign up for the benefit.

Between August 12 and October 12, only 24,485 people managed to sign up through the Code For America non-filer website. Troublingly, 2 in 3 people who tried to sign up through the website failed to do so.

The prior CTC non-filer website, which was set up by Intuit, was primarily in use between June 14 and August 12. We do not know how many people signed up through it, but it was probably similar to the ~25,000 figure posted by Code for America.

When the first monthly CTC payment was made in July, the Treasury reported that 720,000 kids in non-filing tax units had been included because their parents had signed up for one of the three Economic Impact Payments (EIPs) paid out in 2020 and early 2021.

If we add the approximately 50,000 kids signed up through the non-filer websites, then we get 770,000 non-filing kids who are currently receiving the monthly CTC benefit. This is just 14 percent of the 5.5 million kids living in non-filing tax units.

Most Democrats want to extend this program for at least a few more years in the reconciliation bill currently being debated in Congress. But they have yet to grapple with the reality that the way they’ve designed the program doesn’t actually work. In the current House version of the reconciliation bill, they give the Treasury $1 billion and direct the agency to use it to increase enrollment. But this is not going to cut it.

I am not treating it as Nazi support, I am treating it as anti-semitic. There is a difference. Anti-semitism existed long before Nazis. And once again supporting Israel now to gather all the Jews there so that revelations can occur/kill all the Jews after gathering them in one place does not preclude thinking Jews society.

There's no proof of that either. It could just be them deluding themselves into thinking they're going to be a persecuted minority. Anti-vaxxers are like that. One complained when a hospital required vaccination to receive a donated organ, and they said that they were being "persecuted," with that being "proof" of that.

I think intent should be the most important thing that matters, and there's no proof of antisemitic intent, I see no reason not to just consider it a persecution complex by anti-vaxxers.

And the Democrats are so confident every time... they really need to use their heads and nominate someone decent.


I personally couldn't vote at the time but I was very against voting for either candidate during the last election because I considered Biden to only be negligibly better than Trump and giving in would set a precedent that they could expect leftist votes for terrible people in the name of lesser-evilism. I still mostly stand behind that and I can vote now.

The thing is, you don’t need large portions staying home in close elections to make a difference - in 2020 you’d only need 5% of Trump voters not doing so to flip NC, 8% to flip Florida, and 10-11% to flip Texas (numbers are on the high side, as I’m doing math on a 50-50 split).

Former CVS Health executive Helena Foulkes announced Wednesday she is entering next year’s Democratic primary for Rhode Island governor. She is related to a friend of mine.

Also running are Secretary of State Nellie Gorbea, General Treasurer Seth Magaziner, former Secretary of State Matt Brown, and second-time gubernatorial candidate Dr. Luis Daniel Muñoz.

Incumbent Governor Daniel Mckee is seeking a full term after becoming Governor due to Gina Raimondo resigning to becoming Commerce Secretary.

No Republicans have announced yet in this strongly Democratic state.

South Carolina sued over maps

Today, the South Carolina State Conference of the NAACP and a voter sued the state over its current congressional and legislative maps, arguing that the districts are malapportioned after the release of 2020 census data. The suit alleges that, since the South Carolina Legislature is currently adjourned without any plans to address redistricting or to reconvene until January 2022, the state is left with unconstitutionally malapportioned maps that violate the principle of equal representation. The plaintiffs ask the court to block the use of current maps for future elections and create a schedule for implementing new maps if the Legislature does not do so in time for the 2022 election cycle.

The main issue, according to the complaint, is that the state Legislature, the body tasked with redrawing the state’s districts every 10 years, has not yet considered proposed maps or provided a timeline for implementing new maps despite the release of 2020 census data back in August. Unless the Legislature decides to call a special session focused on redistricting, it will not address redistricting until they reconvene in 2022 — a timeline that, according to the complaint, “deprives Plaintiffs and South Carolinians of the ability to conduct meaningful review of the maps and, if necessary, seek judicial review in advance of the 2022 filing deadlines and elections.” The suit points out that months-long court interventions have been necessary in the last four out of five redistricting cycles to ensure that South Carolina’s maps were constitutional. Given that the redistricting process has not yet begun in the state, the plaintiffs argue that South Carolinians “face a substantial and imminent risk that constitutionally compliant district lines will not be redrawn in time to cure the current unconstitutional malapportionment for the 2022 elections” unless the court intervenes.
